Q. Does a person with short height can drive rs200?

Driving or riding is not a problem as the vehicle listens to your command but for short height guys it's not suitable.

Depending on height. in my POV minimum of 5'4'' . cause the seat height was 810mm and the vehicle is bit heavy so , its not that much comfortable while in traffic and incase of sudden stops.

It is up to your confidence. I am 5' 4" and ride it easily. Only during turning the bike is a small space is hard with its heavy front. Other than that its can be easily driven.

Depends upon there mindset many MotoGP rider are short and they are riding bigger bikes

They can drive but not safe for them. If they fall then they can get injured badly as it's heavy bike.
